Organisational Development
- Under the guidance of the Senior Manager heading this function, co-lead or lead the delivery and coordination of OD, Talent Management, Leadership Development, PSA’s FISH! Culture, Innovation, Change Management, AI and digitalisation, employee engagement and other OD-building initiatives in collaboration with HR colleagues, line departments and relevant stakeholders. This includes:-
- Work with stakeholders to co-lead/lead various OD initiatives/programs and change interventions, which include, and are not limited to, reviewing and recommending OD strategies, collecting and analysing data from OD initiatives to measure programme effectiveness, reviewing OD materials and resources to drive and facilitate organisation development;
- Co-lead/Lead in driving Fish! culture in PSAM through culture change strategies, facilitating Fish!-related workshops, and forming the shared commitment towards making PSAM a great workplace;
- Co-lead/Lead talents and high potentials management and initiatives in PSAM and its group of companies;
- Collaborate with HR and business leaders to identify skill gaps and recommend interventions as part of career management; and
- Be part of the PSAM innovation committee and support relevant areas that are relevant to HR and corporate communications.
Learning & Development
- Strategic planning and policies
- Conduct learning needs analysis, including data collection, to identify competency gaps that meet the organisation’s strategy and current and future business objectives, for review with the Senior Manager;
- Recommend, develop and implement innovative and creative L&D strategies, channels, platforms, technology, curricula, and programmes to build workforce capabilities for current and future roles and deliver a seamless end-user experience that enhances learning accessibility, effectiveness, and drives learner accountability; and
- Champion lifelong, self-directed, and continuous learning.
- Compliance and documentation – Review, implement and strengthen the required processes and documentation to meet various requirements.
- Coordinate and support PSAU and PSA group-wide learning such as new ELM system rollout.
- Training support
- Monitor training hours and work closely with HODs and respective training sections to drive achievement of corporate training KPI;
- Facilitate and coordinate timely end-to-end internal and external course enrollments, which include and are not limited to the completion of the evaluation survey, claiming of the relevant funds/subsidies, processing of training invoices, timely keying in of training hours, vendor and logistics management, and employee filing;
- Based on departments’ requirements, research and recommend suitable training workshops to bridge the gaps for employees;
- Identify, support and drive learning and development process improvements through integration of technological tools, data analytics and automation; and
- Drive and manage the implementation of sponsorship programmes and training agreements.

REQUIREMENTS
The successful candidate shall have:
- A Degree in HR, Business Administration/Management or related field
- At least 4 years of relevant HR experience, preferably in Organisation Development and/or Learning and Development, with demonstrated ability to lead initiatives, advise stakeholders and support management in driving functional priorities
- Good understanding of Singapore Employment Act and Compensation and Benefits practices and trends as well as experience in application
- Strong communication, influencing and interpersonal skills in order to deliver ideas and establish effective and strong relationships with relevant stakeholders
- Able to deliver quality work independently while collaborating effectively as a strong team player
- Ability to work under pressure, meet deadlines and adapt to changing conditions
- Strong sense of responsibility
- Proficient in Microsoft Office 365, especially Excel and Word
- Strong analytical skills to drive people and process analytics initiatives
- Experience in using HR information systems, especially PeopleSoft, and able to automate processes and utilise dashboard applications, such as RPA, Power Automate, Power BI, and others, will be advantageous.
Organisational Development
- Support in the delivery and coordination of OD, Talent Management, Leadership Development, PSA’s FISH! Culture, Innovation, Change Management, AI and digitalisation, employee engagement and other OD-building initiatives in collaboration with HR colleagues, line departments and relevant stakeholders. This includes:-
- Support and lead where assigned, OD, change management and employee engagement initiatives, including planning, coordination, execution, communications and follow-up;
- Assist in developing, maintaining and utilising OD tools, surveys, Employee Opinion Polls, reports and communication materials;
- Support and lead, where assigned, PSA’s FISH! Culture activities, workshops and related culture-building initiatives;
- Support and lead where assigned, Talent Management, Leadership Development, Onboarding and staff development programmes;
- Support and lead, where assigned, innovation, AI and digitalisation initiatives, including adoption activities, communications and progress tracking;
- Support and lead, where assigned, wellness initiatives, including employee well-being programmes, awareness campaigns and participation tracking;
- Work with departments to collate feedback, capability gaps, learning needs and change readiness indicators for review; and
- Identify opportunities to improve HR, OD and L&D processes through digital tools, analytics, automation and continuous improvement.
Learning & Development
- Provide end-to-end administrative, coordination and operational support /for L&D programmes, learning systems and training-related processes. This includes:-
- Coordinate training programmes, workshops and learning initiatives, including course enrolment, scheduling, logistics, participant communications and training materials;
- Maintain accurate training records, tracking participation, training hours, feedback, evaluations and programme outcomes;
- Administer learning platforms and HR systems such as HRMS, PeopleSoft and/or E-Learning Management systems, including providing user support, recording of training hours and following up on system-related matters;
- Process training claims, subsidies, invoices, billing, training agreements and sponsorship administration in accordance with internal procedures and audit requirements;
- Support learning needs analysis by consolidating departmental inputs, analysing feedback and preparing reports or dashboards for management review;
- Liaise with internal stakeholders, external vendors, facilitators and government agencies to ensure smooth programme delivery and compliance with funding or statutory requirements; and
- Support PSAU and PSA Group-wide learning initiatives, including the rollout of new learning modules, systems, campaigns or reporting requirements.

REQUIREMENTS
The ideal candidate should possess:-
- Bachelor’s degree or Diploma in Human Resource Management, Business Administration, Psychology, Organisational Development, Training & Development or a related discipline;
- Minimum 2 years of relevant HR experience. Preferably with OD, L&D, training administration or employee engagement experience;
- Familiarity with learning needs analysis, training coordination, learning programme implementation, training evaluation and learning records management will be an advantage;
- Working knowledge of Singapore Employment Act, HR practices, training grants, statutory requirements and internal audit documentation will be an advantage;
- Proficient in Microsoft Office 365, especially Excel, Word and PowerPoint; experience with HR systems, LMS, PeopleSoft, Power BI, Power Automate or other digital tools will be an advantage;
- Strong organisational, coordination and administrative skills, with attention to detail and the ability to manage multiple priorities and deadlines;
- Good written and verbal communication skills, with the ability to engage stakeholders across different levels and prepare clear reports, communications and presentation materials;
- Proactive, resourceful, service-oriented and able to work independently as well as collaboratively in a team environment;
- Resilient, adaptable and comfortable working in a fast-paced environment with evolving requirements;
- Able to maintain a high level of confidentiality and exercise discretion in handling HR-related matters; and
- Experience in data reporting, learning analytics, employee engagement platforms, basic design tools, video editing or digital content creation will be an added advantage.
RESPONSIBILITIES
Candidates are expected to:-
- Support and/or lead the development, implementation and periodic review of cybersecurity policies, standards, procedures and governance frameworks to ensure alignment with organisational requirements;
- Monitor compliance with cybersecurity policies and standards across IT/OT environments;
- Maintain cybersecurity-related documentation, including policies, procedures, guidelines, risk registers and system records, and ensure they remain current and accurate;
- Conduct cybersecurity risk assessments and assurance reviews on IT/OT systems to identify vulnerabilities, threats and control gaps;
- Support and/or lead vulnerability management activities, including vulnerability assessments, remediation tracking and reporting;
- Provide technical support in the implementation, administration and maintenance of cybersecurity technologies, platforms and security controls;
- Support and/or lead cybersecurity incident response, investigation and recovery activities;
- Coordinate post-incident reviews and recommend corrective actions to strengthen cybersecurity controls;
- Support cybersecurity awareness programmes, campaigns and training initiatives to promote a strong cybersecurity culture across the organisation;
- Support and/or facilitate cybersecurity exercises, simulations and tabletop exercises to assess organisational preparedness;
- Develop, monitor and report cybersecurity metrics, key risk indicators (KRIs) and key performance indicators (KPIs) for management reporting;
- Support and/or lead initiatives relating to cybersecurity, data governance and AI governance;
- Undertake cybersecurity-related projects and other duties as assigned by reporting manager.
REQUIREMENTS
The ideal candidate should preferably possess:-
- Degree in Cybersecurity, Information Technology, Computer Science, Engineering or a related discipline;
- Minimum 3 years of relevant cybersecurity experience in IT/OT environment;
- Strong knowledge and understanding of IT/OT security best practices, network security, application security, physical security and cybersecurity risk management;
- Practical knowledge of one or more industry standards such as NIST CSF, ISO/ICE 27001, ISA/IEC 62443 and IACS UR E26/E27;
- Possess relevant cybersecurity certifications or keen to pursue formal training from Microsoft, AWS, SANS, ISC2 would be advantageous;
- AZ-900/500/305; AWS Foundational/Associate/Professional; GSEC/GSOC/GCIH; ISC2 CC/CCSP/CISSP etc
- Good communication, analytical and problem-solving skills;
- Ability to make sound professional judgment, objectivity, and integrity when making decisions and recommendations;
- Proactive, self-motivated and able to work independently; and
- Strong project management and coordination skills.
