Corporate Functions
As part of the Human Resource & Corporate Communications team, you will support, co-lead or lead initiatives within the Organisational Development (OD) and Learning & Development (L&D) functions to drive a high-performing and future-ready workforce for PSA Marine and its group of companies.
RESPONSIBILITIES
Candidates are expected to:-
- Support, co-lead or lead OD programmes and change interventions in collaboration with stakeholders;
- Develop and implement OD strategies, tools, and materials to strengthen organisational capability and effectiveness;
- Champion the Fish! culture through culture-building initiatives and Fish! workshops, to foster a purpose-driven and engaged workforce;
- Lead or contribute to talent management programmes to identify, support, and retain high-potential individuals;
- Partner with HR and business leaders to assess workforce capability gaps and recommend targeted interventions;
- Represent HR in the PSAM Innovation Committee and drive relevant innovation and engagement projects;
- Conduct learning needs analysis to identify competency gaps aligned with current and future business objectives;
- Design and implement innovative L&D strategies, platforms, and programmes to build workforce capabilities;
- Promote a culture of lifelong learning and self-directed development across the organisation;
- Ensure compliance with internal documentation, audit requirements, and statutory submissions;
- Coordinate and support PSAU and PSA Group-wide learning initiatives, including the rollout of new learning systems (e.g. ELM);
- Manage end-to-end training administration including course enrolment, feedback collection, training hours tracking, claims, billing, and vendor management;
- Recommend learning solutions based on departmental needs and strategic goals;
- Drive process improvements through the integration of digital tools, data analytics, and automation;
- Manage the administration of training sponsorships and employee training agreements.

REQUIREMENTS
The ideal candidate should preferably possess:-
- Bachelor’s degree in Human Resource Management, Business Administration, or a related discipline;
- Minimum 4 years of relevant HR experience, with strong exposure to Organisational Development and/or Learning & Development;
- Sound knowledge of the Singapore Employment Act, HR best practices and trends;
- Strong interpersonal and communication skills to influence and collaborate effectively across all levels;
- Proactive, resourceful, and able to work independently and in a team;
- Resilient and adaptable in a fast-paced and dynamic environment;
- Proficient in Microsoft Office 365 (especially Excel and Word);
- Experience with HR systems (e.g. PeopleSoft) and familiarity with tools such as Power BI, Power Automate, or RPA will be an advantage;
- Strong analytical skills and a continuous improvement mindset.

RESPONSIBILITIES
Candidates are expected to:-
- Lead and manage the Fleet Operations portfolio, ensuring effective oversight of teams and activities to achieve organisational and business objectives;
- Ensure optimal readiness and deployment of harbour craft to meet operational requirements;
- Develop and implement strategies, plans, and processes to maintain fleet operational readiness and support current and future business needs;
- Drive continuous improvement initiatives, including process enhancement, resource optimisation, and business continuity planning to strengthen operational efficiency and resilience;
- Plan and optimise manpower and resources to support operational effectiveness in a dynamic and evolving environment;
- Ensure all fleet operations are conducted in compliance with regulatory requirements, company policies, and established safety standards;
- Work closely with the Safety team to promote a strong safety culture, drive safety initiatives, and ensure adherence to safe work procedures across operations;
- Engage and collaborate with internal stakeholders, trade unions, government agencies, regulatory bodies, and industry partners to support operational and organisational goals; and
- Undertake any other duties or projects as assigned.
REQUIREMENTS
The ideal candidate should preferably possess:-
- A recognised Bachelor’s degree in Business Management, Operations Management, Engineering or a related discipline;
- Minimum 8 to 10 years of relevant experience in harbour craft operations, fleet management, and/or business operations;
- Proven leadership experience with the ability to manage and develop teams with diverse backgrounds and skillsets;
- Strong interpersonal, communication (written and verbal), and stakeholder management skills;
- Demonstrated strategic thinking with strong execution capabilities; and
- Ability to operate effectively in a fast-paced, complex, and evolving environment.

RESPONSIBILITIES
Candidates are expected to:-
- Collaborate closely with stakeholders to gather and analyse business requirements, translating them into detailed functional specifications and/or tender documentation;
- Conceptualise, design and propose appropriate technical solutions to meet business needs;
- Coordinate with the Procurement team to initiate tenders, evaluate vendor proposals, and facilitate the awarding of project contracts;
- Play the role of project manager, overseeing the project budget and managing the Software Development Life Cycle (SDLC) of assigned projects and change requests from initiation to closure;
- Liaise with vendors to ensure the successful delivery and implementation of software systems;
- Prepare/review and validate functional and technical documentations provided by vendors;
- Develop test specifications and execute System Integration Testing (SIT) and User Acceptance Testing (UAT);
- Deploy and implement or promote release to production environment;
- Provide ongoing system maintenance, including contract/licence renewals, implementation of change requests, technical documentation, troubleshooting, and timely issue resolution; and
- Work in a team providing rotational 24×7 system support.
REQUIREMENTS
The ideal candidate should preferably possess:-
- Bachelor’s degree in Computer Science, Information Technology, Information Systems or the equivalent;
- Minimum 3 years of relevant experience in Application Development and Maintenance Support;
- Strong technical knowledge and hands on experience in frameworks such as Angular, Spring Boot and in Unix/Linux based environment;
- Proficiency in programming (Java, JavaScript, Angular, Unix Shell Scripting), relational databases and related SQL scripting (Oracle, SQL, mySQL);
- Knowledge in Agile Methodologies, Scrum knowledge of software best practices, such as DevOps (CI/CD) and experience in Tomcat, Active MQ, Kafka, SonarQube and Azure Cloud will be an advantage;
- Excellent analytical and problem-solving abilities, with a proven ability to troubleshoot and resolve complex issues;
- Highly results-driven and task-oriented, with a proactive approach to achieving objectives;
- Detail-oriented with a meticulous approach to work, capable of managing multiple tasks and priorities efficiently;
- Strong communication skills, with experience in conducting training sessions and providing end-user support; and
- A reliable team leader and collaborative team player who can work independently with minimal supervision.

RESPONSIBILITIES
Candidates are expected to:-
- Oversee the technical management and operational readiness of assigned vessels to ensure safe, reliable and efficient operations;
- Ensure compliance with Class, Flag States, MPA, ISM Code, MARPOL, MLC, and company requirements;
- Plan, monitor, and coordinate preventive and corrective maintenance of all vessel machinery and equipment;
- Manage vessel dry docking, repairs, surveys, and major overhauls within approved budgets and schedules;
- Provide technical support and guidance to Masters and Chief Engineers on vessel operational and maintenance matters;
- Investigate machinery failures, breakdowns, and technical incidents, and implement corrective and preventive actions;
- Monitor vessel performance, equipment reliability, and maintenance trends to minimise downtime and improve operational efficacy;
- Manage and monitor PMS implementation and maintenance records onboard vessels;
- Prepare and manage technical budgets, repair quotations, procurement requirements, and cost control measures;
- Ensure timely procurement and availability of critical spare parts and consumables;
- Conduct vessel inspections and technical audits to verify compliance with company standards and regulatory requirements; and
- Support emergency response and provide technical assistance during vessel incidents or breakdowns.
REQUIREMENTS
The ideal candidate should preferably possess:-
- Diploma/Degree in marine engineering, naval architecture, mechanical engineering or related discipline;
- COC2 marine engineer certificate with prior sailing experience as second engineer;
- Shore-based experience as technical superintendent or fleet engineer;
- Proven experience in dry docking and major repairs;
- Strong technical troubleshooting and problem-solving skills for marine machinery and vessel systems;
- Good understanding of class and statutory requirements; and
- Experience managing planned maintenance systems (PMS) and preventive maintenance programmes.
